摘要(Abstract)：
随着人工智能(AI)技术的快速演进，其已成为重塑政府组织形态与权力结构的重要变量。本研究以美国政府效率部(DOGE)为例，系统梳理AI嵌入联邦行政体系的具体路径及其引发的争议冲突。研究表明，DOGE通过“数据掌控以集中资源、流程再造以重塑决策、制度适配以消解合法性约束”三重路径，推动了AI技术对联邦行政体系的结构性嵌入。该过程引发了关于数据安全风险、算法黑箱困境与公共价值侵蚀等争议，并受到来自司法系统、官僚体系及公民社会的多元抵制。DOGE中的AI嵌入实践本质上是技术强制力与制度适应力之间的深层博弈，其在行政范式、权力结构与价值取向层面对传统治理模式造成了深刻影响。未来推进AI治理须审慎应对AI嵌入治理的挑战和风险，更加注重制度设计、公共价值与责任伦理的动态平衡。
